Sonoma County hosts community meeting on Todd Creek flood insurance study

SANTA ROSA, CA | October 20, 2025

The Federal Emergency Management Agency has opened the 90-day public review period for the County-sponsored Todd Creek revised Flood Insurance Study, which includes maps to determine your flood risk severity and can impact flood insurance requirements. During this federal review window, members of the public can review FEMA’s preliminary mapping and submit technical appeals or comments.

Permit Sonoma is hosting a hybrid community meeting on Thursday, Nov. 13, from 6 p.m. to 8 p.m. at their offices, 2550 Ventura Ave., Santa Rosa, and via live webinar hosted on Zoom. The community meeting will help residents understand the FEMA maps, discuss study findings, explain the review process, and provide guidance on submitting appeals, comments, and next steps.

“The County completed a locally-funded revised flood study to ensure mapping accuracy and help residents understand flood risk,” said Nathan Quarles, Deputy Director of Engineering & Construction for Permit Sonoma. “FEMA’s review offers an important opportunity for property owners and technical professionals to review the maps and, if necessary, submit technically supported appeals. We’re here to help residents through the process.”

  • Topics will include an overview of the revised Todd Creek study findings, explanation of the FEMA maps and the 90-day appeal and comment process, and questions and next steps with Permit Sonoma staff & project engineers.

FEMA’s 90-day review allows for general comments and technical appeals, which require supporting documents such as engineering or survey data for base map corrections or clarifications. Information and guidance about comments and appeals — including required documentation and deadlines — will be provided during the community meeting and are available on the project website and FEMA’s appeal guidance.
